I know that dstat has an OpenSUSE package, the homepage has a link to it. I think Pascal Bleser was involved with that package.
I don't know about the other tools (I probably should google) and that is part of what the article was about. It would benefit the community if upstream knew that a tool was packaged for the distribution and that upstream is involved with any reported issues.
Currently it mostly depends on the goodwill of the packager instead of being part of the workflow.
